When is the best time to confess your feelings to guy?

I currently like this guy who goes to the same college as me but we only started talking mid June of last month. We never hung out and I asked if we could hang out and he was like sure. So if we hangout more do I then confess to him after its been a good while?

My friends complain and say I’m taking too long but I don’t want to move fast with it. Which is probably why guys change their mind

Its all DMs we never actually met yet. But i asked if we could and he said sure when the time comes. I’m not good with guys I don't know how to keep him interested and hooked because I would mostly fall short for guys. They would get bored with me and move onto someone else. I don’t want to confess to him early and make him run the other way. I want to give him time and space. I think we really click we have a lot of similarities. His birthday is 2/25 and mine is 2/18 and whenever I’m down he cheers me up.

Do you know for certain if he has a girlfriend or somebody he's interested in? If the answer is no, then go hang out with him somewhere cool like the observatory that's always a cool place to go.
