So me and my boyfriend haven’t really been on a romantic date in a minute, mainly because he has a family party or has family things going on. I’m not trying to have him choose between me or his family but should I bring up to him that he’s in a relationship with me & has to prioritize me more?

Instead tell him how you feel, and ask for wait you want. If he's not responsive, then you know what you stand and can make plans accordingly, which may include leaving the relationship.
