Why do guys ghost and come back?

So a guy was talking to me for months, then ghosted. now asking me for IG or whatever after ghosting me. Why do guys come back again?

I like a girl who likes me back. She'll date other men, but won't give me the time of day. The last time I talked to her, before this most recent time, she had a new boyfriend, and when she told me "don't call, I don't want him hearing, just text", i about blew a gasket. I blocked her, and left for a few months. But, i missed her, and unblocked her. Came back, and by now she'd broken up with him (he stole her car), and we finally admitted we liked each other. Actually she's "been saying it", i just didn't realize it, so when I finally did, i said "why didn't you say anything" she's like "im sure i have been", which is proof guys, that, if a girl tells you she likes you, then TRUST ME, SHE DOES. The problem is, why won't she just go out with me, if she "likes me"?
