You need to take into account his limitations and abilities; very few guys indeed are capable of hugging someone without physical contact.

Whether it's "okay" is up to you, but it's also possible that he's unsure what YOU want, or what you'd accept. It can be hard to interpret someone's signals- how did you respond to that hug? In any case, if you want more, it's entirely possible for YOU to reach out to HIM. You're not an inanimate object with no will of your own, you know.
