Thats a more tricky question than you'd assume so I am going to with a yes but...
Because I am the same way, I don't send photo's at least not at first. For me its Texting -> Voice -> Video Calling. But video calling technically isn't sending a photo.

So ideally if I meet someone online we first get along over text, then we have a voice call (Now I know from her voice if she is who she says he is, if its a guy I can hear it, if its AI I can hear it to in most cases). Then if that goes well and she had a nice vibe on the voice calls I mind revealing what I look like and am open to video calling.

In none of that pictures got sent, and i'd consider the beginning dating to. So you can interperate that however you think is most accurate. But i'd only consider her girlfriend material if the video calling stage also went well.

I wouldn´t date a woman that doesn´t send photos for her but I wouldn´t want to have sexual or explicit photos of her. I don´t get why people nowadays think that sending nudes around is normal.
