I can't tell if this guy likes me?

I reconnected with a guy I used to date 4 years ago. When we dated in the past, he was an fboy and I ended up meeting my ex and seeing him for four years. During my relationship with my ex this guy messaged me multiple times, even though I said I had a boyfriend, and I always liked the attention. I've left my ex and now I've reconnected with this guy, and was shocked at our immediate connection and how easy it was - he said he was jealous about my ex and liked me back then.
We hung out, ended up having an instant connection and hooking up and hung out from 7pm-7am, and I felt pretty close to him. Two days later we did the same thing, and he made me dinner at his place. he told me I was amazing, he liked me, he was thinking about maybe having something special with me. I left and he texted me "i would never let you go". This week I've been out of town and he's checked it saying he misses me and wants to see me next week. Thing is, he is really unresponsive with texting (acts totally disinterested) and doesn't even watch my instagram stories half the time. I've been confused because I feel something stronger than I was expecting, and find myself maybe starting to like him, but he's so flakey with texting and seems really casual, even about plans, like maybe he just wants someone to hook up with low-maintenance. Does he like me or not? What's with his behavior?
