Social skills improve as we interact with others, work colleagues, friends, family. They do need to be learned and developed, people do need to spend time learning them. A good looking girl or guy will attract attention and get approached, after their looks have got that attention it is up to their social skills to keep that attention. Also someone with good social skills will need to go looking and interacting more to be in the same position.
