One year is the standard, presuming you've dated, However I've seen people take up to two years because of different medical/financial/family impediments. They just needed a little extra time to get their act together and figure out some other priority in their lives to make their future together smoother. (During the pandemic so many couples stayed engaged for about 2 years as well.)
3 or more years... The couple is just using "engaged" as a "we're fucking" status and don't necessarily have the intention of getting married OR something else is going on. But yes, that's usually considered too long.
Once you hit the two year mark you know you might as well just be in a domestic partnership for the next ten years until you both fall out of love and break up.
If you ask me, I think over a year is too much..
