Sure: romantic first steps, almost without exception regarding culture, are traditionally made by guys, and given the exceptionally high rejection rates, a shotgun-style approach is necessary if he's to have any real hope of success. A woman making that move is not only crossing a cultural line, but taking on the more difficult role, which signals a more serious interest, and coupled with the relief of NOT having to be the initiator for a change, a guy (who's much less likely to have other women coming after him) is far more likely to agree.

That said, I don't think it's anywhere near 99%, but the odds are still vastly better.

I think that number is too high, but the general idea is probably true. There isn't much to explain. A guy is unlikely to turn down a girl who actually makes the first move. The first two girls I dated made the first move. The second one I didn't even know who she was. WTF, I still paid though.

Considering the fact that women are the ones who carry the baby and all that, it would make sense that they are generally pickier than men are when it comes to finding a partner. If a woman makes the approach, it just tells the man that the hoops necessary for a date have already been pre-jumped and the date only happens if he accepts.

That is just my speculation though.

It depends on her personality. There's plenty of married ugly girls running around. My cousin married one. She wasn't pretty at all and had next to know tits and, from what I could tell, is slightly cross-eyed but, they've been married since the early `80's because he likes her personality. His previous girlfriend was really cute and pretty.
In `82, there was some ugly girl following my band around for a short while. Because she was very sweet to me, I nearly fell in love with her. But, she already had a boyfriend!
I HAVE gone out with a couple of ugly girls just because they asked. At least I'm going out! I can't get any pretty girls to ask or agree to go out with me! This one girl looked like a real bruiser, a trucker sort. Short haircut like a trucker would wear, kinda short and dumpy, and, the night before we went out, she finally sent me a picture and it was SCARY looking!! But, I made the date so, I honoured it and treated her just as nicely as any other girl I would've gone out with. Obviously, we weren't gonna be a good match but, I still gave her nice kiss at the end of the date.
