It depends. Lack of interest. Maybe you’re not being direct it depends on what signs you’re showing him. If you’re telling him you like him or you’re flipping your hair at him.

Just tell him you’re interested in him. Either he will reciprocate great good to go, he will reject you that sucks but you won’t be wasting your time anymore on him, or three he won’t give a direct answer then the balls in his court.

I'm going to be honest, as a guy nothing short of a girl kissing me or actually directly asking me out would be interpreted as flirting on my end. It might surprise you to know a lot of men are baffled by woman and honestly, I've heard cases where a guy realized he'd been missing signs for years until the girl finally snapped and basically grabbed him and said, "I like you idiot."

You women have to understand that for every woman that shows legit interest in him thier are 10 women that are only pretending to have interest in him. Some guys deal with this by taking interest in a 100 women and taking none of them serious. Other guys take 1 woman very serious, and it's not going to be easy to win him. But once you got him he's not going to let go.
