As long as he keeps his self respect. I don't think there's anything wrong with telling a woman that. If she can't take a compliment that's her problem, not his. But common sense applies. Give her the compliment and act accordingly. If she gives you non verbal signs she appreciated it and would mind hearing more, go ahead if that's what you want to do. If she doesn't then smile and walk away.
