This could be him saying "we aren't just dating, we're more than that--just not quite a relationship yet"

or

This could mean "we are seeing each other, and if things keep going well, we'll be dating"

It's not clear whether he considers "seeing each other" to be a step that's closer to a relationship than "dating;" or if he means the exact opposite.

It's all some bullshit anyway. There is no such thing as "seeing each other" that means anything specific.

He clearly wanted to differentiate it from "dating" for some reason. I would be inclined to assume he meant this as a step beyond "dating," but you'll have to determine if that makes sense.

You know, you can always ask him what he meant. It's not like this category of "seeing each other" means something. Ask him to tell you what he means by this. It's a legitimate question.
