He would suggest they go out and celebrate and later on make sure she has a good time and demonstrate attraction towards her

More often than not yes, simply being excited about the new job and wanting to share her happiness and good news with you. Be happy for her and congratulate her on the new job, just cause she's nice to you almost ways doesn't mean she likes you
