Guys, what does it mean when a man tells a woman she can talk to him anytime if she needs someone to talk to?

What is the meaning behind that? Is that being a friendly and platonic genuine gesture?  Would you say that to just any woman you know or to a female friend or because you are attracted to them and want to get to know them more or because you wanna be more than a shoulder to cry on for her?

I can't speak for ALL GUYS but with me it's a sign of trust. Not necessarily romantic or platonic just of trust. a lot of it depends on her. Women KNOW guys like to be useful to women, to be problem solvers. So a lot of women play that wounded bird routine to the hilt. While I like to consider myself a good listener, anytime a woman shares too much too soon my spidey senses go off and I assume it's manipulation. In the past I would have said such a thing to any woman I considered a friend. Not so now a days. If I say such a thing it's only because I trust or consider her low risk that she isn't going to try to manipulate me.

More often than not it's a "nice guy" strategy to endear himself to girl he's into.
Other guys genuinely do it because they wanna be helpful, the way to tell is by seeing how much access it gives him.

Option D (no pun intended!) for the man in question, and option G for me. It means that even if friendzoned, I want that friendship to mean something. I want to prove that I intend to be a valuable connection, not just another meaningless acquaintance. That even if I don't get to *have* you, in that sense, I still genuinely care *about* you. And want to know that I'm valued in return.

Alas, what I found is that when a girl says she "just wants to be friends," that can mean anything from "backup lover" to "I want you to jump into a volcano and die."

It's in how they keep their word that you find out their true meaning.

I said that recently... few days ago. She's my neighbour and she's going through a lot of crap and is very confused. We spent couple of sleepless nights together, talking. Yes, just talking. She kept opening up and apologizing for laying it all on me at the same time. I offered her some solutions to her problems and it looks like it's working.
That's it. I'm happy to help if and when I can. No, I won't take an advantage of the situation and... you know the rest... because I'm not a cunt. so when I tell them that they can come back to me any time, it does mean that I am willing to listen and talk about it a bit, if they still need it or want to do that

It would depend upon the relationship status and goals of the people involved. When I say it I mean they can come talk to me about what’s on their mind or ask questions or if they’re really just looking for validation I’ll help out if I ethically can, but it’s different for everybody.
