There is no rule. If you want a second date, then say so. It's usually best to ask, "So will I see you again?" at the end of your first date, although sometimes they might lie.

Girls generally prefer the guy initiates and does the wooing. It's not fair, because men want to feel desired too, but that's what the societal norms are sadly.

I personally would show clear signs that I would wanna go out again but I wouldn't ask. I would leave that to the man.

Example I might say " this was really nice, I wouldn't mind meeting again". Or more settle like "I enjoyed today a lot

I’d say there two scenarios
if it’s a person you’ve known for a while then you guys could take turns.

but if you approached them then I’d assume you would ask for the second date as she didn’t ask you

I didn't ever know there were rules about that. I simply just called and asked if she would be interested to go out again, or she would call me.
