Is he setting healthy boundaries or secretly testing my feelings?

I have feelings for this guy We have known each other for 15 months and have had frequent communication and have spent time together in person. I fairly recently told him that I Have feelings for him and I wanted to know how he felt toward me. He said he needed some time to think about what he wanted to say and with everything else going on in his life along with that, it may take some time. About a month later I still haven’t heard from him but today when I sent him a text saying hi after he got out of work, I texted him back and asked him why he didn’t call me. He called me like a minute later and told me that I will see when he calls and that I do not need to text him every time he gets out of work to get him to call me. I feel like he is putting me to the test to see if I would do just that as a way of showing him that I respect his boundaries even though I have feelings for him, or if he has feelings for me too could he be testing me for that reason? Any other comments?

If he doesn't contact you for a month, he doesn't seem very interested in you. He also shouldn't have needed any time to know what his feelings for you were when you asked. Most people will tell you how they feel when told that a person has feelings for them. He seems to be evasive and stringing you along, like he is seeing other women.

He didn’t not contact me for a month. It has just been a month and he hasn’t told me how he feels about me.
