Is he really ignoring me or trying to test me?

This guy at work used to look at me everyday while passing by, found different reasons to be around me and I also caught him looking at me from behind the racks. But I kind of didn't respond to him very well and I was not very friendly with him. Now suddenly he started ignoring me. He walks past me while looking another way trying to show me that he is actually ignoring me. Is he really not interested in me now or he wants me to go after him?

He's definitely not testing you. Your answer is in your own question.
You didn't respond in a friendly manner, most likely you did this repeatedly. If he's an attractive guy and has high self esteem, he will move on... most likely deliberately avoiding and ignoring you.
However I think if you have some interest in him, it wouldn't hurt to give him some subtly signals to build some attraction toward you again...

he's probably moving on if you kept giving him the cold shoulder. guys like whoever they like to like them back, so if you weren't at least friendly and stuff he's likely looking for someone else. if you're interested you would have to go after him at this point, because he won't go back after you immediately

Probably both. He's testing to see if his lack of interest affects you. With that said, he's probably not looking to pursue anything with you considering how you pushed him away initially. Would he still fuck you? Yes but he isn't considering anything beyond that at this point.
