GENERALLY SPEAKING, the first question sounds more assertive, and also more concrete, more confident, it is more eager and determined

the second one can be seen more casual and it gives more room to the "it is okay if you say no" and it doesn't really convey your interest

you are asking her "if she wants to" when it is you the one with the idea in mind and that, doesn't always feel nice

that depends on what kind of person she is... usually, when they want to be the ones planning things, they will let you know... when they want to plan together, they will also let you know...

but if she doesn't let you know... or doesn't take the initiative, that's because she is waiting for you to take the lead or initiative, and THAT, you have to do it confidently... not half assed ways
