I'm more surprised that they keep buying into your "I'm sick" excuse. Eventually, they'll figure out that you're just faking it to avoid attending that NCO course. I know it's not something you particularly enjoy doing, but the sooner you do it, the sooner you'll get it out of the way. You don't have to give a stellar performance, but putting in the effort to at least pass with average marks is good enough. I bet you the other soldiers in the army hate that class too. You may even make friends with a couple of people who also would rather be doing something else.

It's wrong if somebody else is affected by what you do (or don't do). If you are part of a small business, for example, and you are one of ten employees, if you call off because you don't feel like working, then the others have to pick up the slack for you. It adds stress to THEIR lives, just because you don't want stress in YOUR life. They're depending on you to be there for them, and you're not there.
I have pretended to be sick to avoid school when I didn't feel like going or on occasionally on exam days when I hadn't studied. But the consequences of failing an exams were much graver than just skipping the exam.

Yes universal conscription.
It will go by a lot smoother if you just buckle down and take the ride as it comes. If you fuck around it will inevitably bite you in the ass, in one way or another.

Honestly I'd rather get booted out, I don't think it's very sensical to force a demotivated person to be in a position of authority and responsibility.
They're not too concerned about what makes sense to you, they're much more concerned about filling positions. Numbers. Bodies.
Every once in a while? No, it's normal. But if you're doing it pretty frequently, yeah that's bad, because it forces your responsibilities on other people and it's not their fault that you don't feel like being there.
