Unlikely, Italy isn't a powerful enough cou try anymore to reestablish a new empire and even then it probably wouldn't be called the new roman empire. Things would have to go catastrophically wrong in a long list of countries in order for Italy to establish another empire

Thats what the European Union tries to do I guess. It even wants to make a pan-European union with North Africa which were also part of the ancient Roman empire at some point.
