I almost always do. It is very easy on a Chromebook when you can just hit CTRL+SPACE to toggle between the US Keyboard and the International Keyboard which makes it easy to do that. For instance, once I am in the International Keyboard, to type an Ö as in Blue Öyster Cult, I hit the " key, followed by the O (SHIFT+o) key and that produces the diaresis aka umlaut over the O.
I always used the "accent acute" (') for words like résumé because it is critical to distinguish it from resume.
Yes, it's easy as Hell, so I do it.
With iOS, pressing down the letter's key releases more complete options. With macOS, there's the 'Character Viewer' by pressing 'control' + 'command' + space. Also, more keyboards (like the 'Emoji'-keyboard) are easily available in 'Settings' (iOS) & 'System Preferences' (macOS).
With Windows 10, there's the 'Touch Keyboard' button at the lower-right, so close to the clock & date. And even more options are open in 'Settings' & perhaps 'Control Panel' if I remember correctly.
Also, I have activated the keyboards of the various languages I've interacted-with so far. The whole of the ever-expanding Unicode is at your fingertips! For a good number of functions, gone are the limitations to only plain, old alphanumerics. (Thank God!)

I believe in proper punctuation. It's a sign of education. So I do use apostrophes, accent marks, etc. I even use the tilde when necessary in Spanish and I use accent marks when appropriate for French and Spanish words. I don't speak any other languages, though, so don't have to use any other punctuation marks. I don't even know what they mean. You gave some good examples.
It really depends on the language. Some languages like English don't have hats on letters. Hats serve a purpose that only have meaning in the language that uses them.
Some words in English are of course adopted from other languages therefore when writting them it is okay to use a hat however it is best to consult the dictionary before doing that so as to stay consistent with the language you are using.
Yes, they are not pointless in other languages. For example anos vs. años in Spanish. The first word means anus the second word means years
Depends. In text messages/instant messages, no. In e-mail or work correspondence, almost always. On sites like this, in questions always, in responses, it depends.
If auto-correct/spell check doesn't, then it's not going to happen.

With difficulty unless you've got them preloaded on auto correct but that just cause more problems when it picks wrong version
