From an HR point of you do you think employers like when a certain individual sends a speculative job application?

Yes it can be, as long as the person has actually researched what the company does and it’s tailored to that company.
if it’s just a blanket thing sent to lots of companies, it’s filed under bin.
it needs to be obviously a person interested in the company, has examples of what they do which will actually help the company.

If you are a Software Dev say, what experience, types of languages, proficiency, what you can add as far as value and improvements etc,
