Why it takes time for HR to send negative decisions after an interview?

I am talking about big companies in Europe since it is where I live. For a negative opinion, why it takes time to send the email and end the waiting of the candidate? I guess a negative answer can be decided just after the interview.

Coz u wait for the successful candidate to accept before u send the unsuccessful letters in case u need to move on to the 2nd choice if the first choice rejects it

yes, but I am also talking about the first rounds. They call the candidates for the second round while they make unsuccessful candidates wait. They can do it after the second one, but after the first round, they really can send their opinions since they will surely not offer to one of them.

Usually the priority is getting the process completed and the successful candidate in post. The rejections r dealt with after
