What does “need to be eligible for a certificate” means on a job post?

It might mean having the prerequisite degree and experience required for you to qualify for a certificate or having the intellectual and social ability to pass an interview or skills test or might mean that you do not have documented behavioural or legal problems that would ban you from working in a medical job. Or it could mean having the income to pay for certification materials or having the time to do necessary training for one.
What ever requirements need to be met. Consider asking them directly
Technical college or community college can help
I know but I don’t want to go to school if i don’t have to that’s why I’m asking. Do they need you to be in school for it or after training you they expect you to take a test and pass? What does be eligible means?

It usually means they are willing to hire you without the certification, but expect you to continue towards certification after being hired.
It means this isn't the job for you
