I did an interview yesterday with a company where my application was sent to the hiring manager before reaching out to me. also, I mentioned my availability as 3 months as a part of the application questionnaire. So, it was obvious that my first day at the job would be in 3 months when they wanted to interview me and it was also obvious to the hiring manager as well. In the meeting talent acquisition specialist told me that they are looking for someone for October and she needs to discuss it with the hiring manager. WTF? I don't know their current decision but it is frustrating that they take your time and reject you because of a reason you have already mentioned.

HR is not usually involved in hiring. If they are, it's usually only a quick scan of resumes so they know who to pass it on to. The hiring manager usually has 80-100% say in who gets hired. The other 0-20% is not HR, but other managers or co-workers.
HR might be your contact, but they are not involved in making decisions about hiring. HR does paperwork, not hiring decisions.
As for starting dates, wages, etc, those things are considered negotiable. You should never consider anything they say to be fixed in concrete, and they will not consider anything you say to be fixed in concrete either.
That's the way it should be. This is the reason why you should apply for jobs that you only have half of the requirements they are looking for. Requirements do NOT mean requirements. Think of job requirements as a wish list that any experienced manager knows is highly unlikely to get everything they wish for.
I don't see the big deal. If I don't get a job with that company than they weren't the company I was meant to work for and something better will come along.
As for your question you said they need someone for October, that's in less than a month, not 3 months. If they rejected you, they likely done it because you aren't available for when they do need someone.
yes of course not a big deal. the problem is I mentioned it in the first place while applying, it was too obvious before the interview. they did not learn it at the time of the interview. i see it consuming the time of the both parties.
No, not doing so wastes everybody's time.
