Yo man that sounds super annoying to deal with her everyday. No one wants to work with someone so loud and disruptive.
Maybe they don't fire her cuz she's been there long time so it's harder? Or bosses don't wanna do paperwork. Could also be they think she'll just find some other job if they do let her go.
As for promoting, either the bosses are totally clueless or she's got something on them, ya know? Like what else explains wanting to reward bad behavior.
