Should I report my manager?

After I got off work yesterday I was walking around the store with my friend. I stopped to buy something and my store manager walked past us. He mumbled something about getting back to work before he realized I was off the clock. As he walked away we both caught a whiff of beer. My friend mentioned it first because she wanted me to know it wasn't her.

It's not the first time he's smelled of some kind of booze during business hours.

It was about 3:30 so even if he had been drinking the night before the smell should've dissipated.

Let it be know he's not a nice man
He's denied rightful promotions/raises and promised promotions/raises that he has no intentions of providing
Reprimanded coworkers for things that they haven't done
Attempted to retaliate against employees for reporting his ethics board (he's friends w/ HR lead) Has been caught harassing other employees
Has been caught in several nsfw situations on-site
Fabricates "company policies" to suit his agenda (this allows him suspend/terminate people)
