Why does it take being at a high position for someone to apologize?

I've just watched an episode where someone's daughter (around 9 years old) was rude to a pregnant woman at a store. The kid first pushes the lady and laughs. Then the kid throws things towards the lady's direction. Instead of reprimanding the daughter, she acted mean towards the pregnant lady and had an arrogant attitude.

Then the woman had an interview for a job position and guess who is the HR recruiter (and manager), the pregnant lady she was rude to. All of the sudden, she's very apologetic and reprimands her daughter when the kid is rude again.

Seriously, why does it take being at a high position to get basic respect and for that person to suddenly apologize for their bad behavior? Even if she weren't the manager, it's still wrong how both the mother and daughter behaved like. Just apologizing because someone is at a higher position doesn't sound like real change.
