Is it ok to lie on a resume to increase chances of being hired?

I have retail associate for my volunteering position at my time during a non-profit (won't reveal it because I don't want employers to find out), even though it's actually called retail volunteer. The responsibilities are virtually identical to the actual retail associate position, except I don't get paid and I'm not authorized to handle the cash register. I was told before that it's ok to twist the truth as employers will also lie during interviews and for job descriptions, and most companies don't do background checks. The few that do perform basic checks like if the person worked or studied at the specific place during the specific time.

I can easily just get my friends to be my personal references, if need be instead of people who worked at the NGO before. Also the place I volunteered at closed down last year, so even if they wanted to ask anyone that's worked there, it's impossible. Oh right, quick update to this question I originally posted on SimilarWorlds, I have been working for a few weeks now as a courier for UberEats and DoorDash. Although I haven't actually delivered anything for DoorDash yet because the stupid app forces people only deliver in specific times and places, unless you reach Platinum tier which most can't. This question is still relevant even if I do have legitimate work experience now.

Yes, I managed an IT department. I hired quite a few people. I always checked resumes', called colleges, checked references and poked around on the internet.
