Bring him or her to a Veterinarian and have them examine him/her, have the cat neutered/spayed, have them give it a thorough bath, give the necessary vaccinations, chip & register him/her.

Well the first thing I would suggest is being sure you are ready for the commitment to looking after a pet. Even a cat can be a fair bit of work... and for years.
