This is quite common here in Thailand.

It's a cultural detail... and a pointless one if you ask me. But to avoid silly discussions about it I just let the natives have their way. It does not hurt me.

From a practical aspect: many shoes (and socks added) make our feet stinky. To allow some fresh air helps to relax the situation.

Also: a ''no-shoes'' policy will remove high heels - so when female employees (and those who think they are) (in the office related sections) can walk a little quicker, work gets done faster.
