I would say the number one cause is parents. From the time children are born, they observe, listen to, copy and learn from their parents. If the parents are illiterate and speak some form of vernacular, that is what the kids will learn to speak. For instance, if the parents live in a ghetto where they and everyone else speaks ghetto, the kids will speak that way and think it's normal.
When the kids enter school, the schools have 12 years to teach proper grammar. But schools aren't strict anymore. In order to be inclusive and non-judgemental, they actually overlook poor grammar. Years ago, there was even an effort to call ghetto "ebonics" and normalize it as a language.
The average high school graduate has a 7th or 8th grade literacy rate and roughly 19% are functionally illiterate. How is that even possible? And, even if they are capable of reading, many kids still use cultural vernacular instead of proper English. That is reinforced by ghetto stereotypes in entertainment. Even politicians stoop to using ghetto vernacular when speaking to certain groups in order to pretend that "I'ma one o' y'all, ya feel me?"
Then there is the cultural fact that kids try to be cool and distance themselves from the previous generation. They pick up on new slang, which is normal. But, over the years, due to rap and other forms of entertainment, they have also latched onto ghetto vernacular.
So, in answer to your question, I would say it's all of the above, but mostly the parents for not insisting on excellence from their kids.
There is no such thing as proper English. There are hundreds of dialects, and they are all legit. Otherwise we'd all be talking like a Shakespeare's play.

I know there are some elitists in their ivory towers at Oxford and Harvard who think they can tell other people how to talk, but I couldn't care less what those guys think.
Nobody is to "blame" because that implies there is something wrong with it, which there is not.
This is why dictionaries are descriptionist rather the prescriptionist. They don't try to tell people how they should use words. They simply record how they DO use words.
It’s a combination of multiple though parents would be the main factor. Your child is a reflection of your parenting, sure some things are out of your control but it is mostly on you. I’d put the school second and the child third. However at some point someone does need to take responsibility for themselves
Try growing up in the hillbilly, redneck, backasswards woods of Maine on the Canadian border where we don't even pronounce "R"'s and often mix 2 languages in the same sentence.
You just described me... lol I dont know the reason; a combination of all of those things. Its not how well a person is at it, its the quality of what we say. For example i say things wrong on purpose a lot of the time. I try to type the way I think. The way I think isn't in English even thou thats the first language I learned... I think in emotions and as if I am one with everything so why dont we talk like that?
For example you say, "let me help" that says you would help me. I say " lemme help" or "I gotchu"
The old lady you helped said thanks and y'all went different ways. The old lady I helped smiled and told me how thankful she is for me and how amazing I am. we kept talking... emotions are taken away when people speak properly. Being human is making mistakes, being different and expressing emotions.
At the end of the day though, we all have to assume responsibility for our lives, stop blaming our parents or teachers, admit our own culpability in our own lack of achievement, and get the fucking job done.
Sometimes while growing up here in Africa. You hear things like "English is not your ethnic language" or "They should come and take their English away". Even jobs that will require that they use English language they close themselves up to those prospects. They do their 'local economy' trading or running shops at central business districts. They get angry when you expect them to understand something you saying. Forgeting that we all could have been speaking our own ethnic dialects, we took the time to learn for communication purpose. They speak some different language way too much that they can't learn English anymore.
I'm really torn between dumb/lazy or their parents being shit. Culture maybe... like people that worship gangster crap have a strong tendency to sound really retarded. It's not race specific because I've seen this happen to all sorts of people and I've seen all sorts manage language just fine as well.
I've actually never studies English before... I tried once as a kid, but then it got me pissed off...

None of the above. I cannot expect people who's first language is not English to speak proper English. In some countries this is not even the priority at all, some people do not even have the resources or references to learn or understand English.
I would probably think the person has lower IQ which is not their fault because many in the world, literate or illiterate, know how to speak one language clearly. And English is one of the most easiest language out there, just 26 letters.
The parents and also the educational system. It bothers me a lot if somebody can’t speak English. That’s a big problem for me. It’s like they’re illiterate
If you grow up in a country and dont learn how to speak the language, its likely you either have a speech/language disorder or you were failed heavily, and while this is usually the fault of parents or the school i think in a broader sense its the society's fault for allowing it to happen.
After the age of 18, everything is your own fault. Putting yourself in a position where others are to blame for anything is giving up the power to change your future.
Parents are responsible for raising their children. Unfortunately, many parents think that's the school's job, and we all know the sad state of education.
