As someone who grew up listening her own parents telling her that she was useless, dumb and worthless, I can understand why your friend lost all his motivation to learn English.
There are many things that we listen to when we are children and they get stuck in our mind. It's not easy to forget them when we are adults and move on, it takes time, patience and sometimes therapy. However, once your friend realized that his father was wrong, he could have tried to look for a way of learning English by himself.
Depends on the age of your friend. If he is a minor, then his education s the responsibility of his parents. If he is an adult. . . I can fault the father for now wanting to share his knowledge wth his son, but the son has other ways of learning a language and blaming others is simply childish.

I agree, his fault and that’s probably an excuse.
His dad is partly to blame. Name calling doesn't help when you are trying your best.
