Ever notice how tv/movie characters often say stuff softly that you'd normally expect to be yelled if said in real life?

It's usually the villains in these shows, and most often the female villains. Perhaps it's because these villains, despite the fact that they want something out of the protagonists, they also have power over the protagonists, so they feel as though they do not need to lose total control of themselves when making requests, and so therefore often make requests in a gentle tone of voice? Any reason why directors decide to do this?
