Japanese for sure, better design, animation, artwork, story lines and so on...

but I only refer to the ones I did play, which are not that many really, not as many as true gamers know or play, lol

Would have 0 idea. Because I don't really care about who developed said game. I just play it if I like it and it's not if someone be a race would make a game somehow better...

I like more the Japanese approach to graphics, animation and stuff, but there is a lot of excellent Western games out there, I don't discriminate.

I've never thought about this before. I don't care what country they're from, as long as the games are good. So both? (I'm American.)

I think most of my favorite games are US based, but one of my all time favorites, “Onimusha”, is definitely Japanese.
