Never thought about it before. I guess I never had a reason to. I think of tentacles on animals. I think of tendrils on plants. I don't know if tendrils are the same as runners or not.

Octopuses have arms not tentacles. The squid has 2 tentacles and 8 arms.

This is a nonsense question. Some Animals have tentacles not tendrils so they are clearly not the same

A tentacle is an sppendage or limb such as your arms and hands or your legs and feet offering manoverability, ability to grab, grip, hit, kick, thrust while a tendril is more structural and doesn't necessarily offer more then support.
