Yes, but unless you have a team there is absolutely no reason to do so. Think about this, if you develop the game engine it'll probably take you 5 to 10 years to program it yourself. By that time any advantages you had when you started would be obsolete and already included in commercial products.

If you can afford a good programming team it could probably be done in a year or so but will cost you a lot of money that your not likely to recoup.

It'd probably just not be worth it.

I came as far as Map 6 in the 4th episode of Doom on Nightmare

I use GZDoom, a source port for Doom Engine games.

You can play the DOS Version with DOS Box with no problem but it is visually better to play with GZDoom. If you have 4K Screen, you can set it to 4K.
