How often should recurring villains return without cheapening death?

I realize having too many recurring villains devalues life and death in a comic. To me, most characters should remain dead when they're dead, unless immortality is their super-power anyway.

I spend a lot of time developing several villains who are slain right away by the heroes, but I also have a collection of recurring villains who simply never die for the first several installments of battles between them and the heroes.

I think a healthy balance of both "kill them off" and "reuse them" are allowed.

What do you think?

Villains shouldn't be reused too often, that leads to a stale story
Villians should survive, because good guys spare people and stuff
