Is this custom MTG land card actually overpowered in Dredge decks?

It is meant to be a "weaker Bazaar of Baghdad," but with a clever name mocking the USA government's lack of efficiency.

The problem with this card is a deck called "Manaless Dredge" in both Vintage and a lesser extent Commander, where none of the cards cost mana to cast if they are carefully cast from the graveyard. I think the DREDGE mechanic needs to be banned, not other cards. Bazaar of Baghdad almost never saw play before DREDGE was added to the game.

This card can help MADNESS cards out too, but at least you must pay mana for most Madness cards.
