Is this custom MTG land card actually overpowered in Dredge decks?

It is meant to be a "weaker Bazaar of Baghdad," but with a clever name mocking the USA government's lack of efficiency.

The problem with this card is a deck called "Manaless Dredge" in both Vintage and a lesser extent Commander, where none of the cards cost mana to cast if they are carefully cast from the graveyard. I think the DREDGE mechanic needs to be banned, not other cards. Bazaar of Baghdad almost never saw play before DREDGE was added to the game.

This card can help MADNESS cards out too, but at least you must pay mana for most Madness cards.

Yeah, this land would be insanely busted in Manaless Dredge and any graveyard deck 😅

Bazaar is broken mainly because it’s a spell on a land with no mana investment. Your card is actually better in most decks: it taps for colorless and still gives repeatable “draw 1, discard 2” with no life loss, no timing restriction, and no real downside.

In Vintage, Dredge would absolutely auto-play four, and non-Dredge graveyard decks (Reanimator, Madness, Delirium, even midrange with synergy) would love it. It massively increases consistency while costing you nothing in deckbuilding or tempo.

Design‑wise, the problem isn’t really Dredge alone; it’s free, repeatable card selection on lands. WotC now heavily avoids printing lands that generate card advantage or selection without real costs. As written, this would never be printed and would be considered well above Bazaar power level in most formats.

Yeah, I can see why Dredge decks would abuse this the extra draw and discard seem really strong in the right deck
