My guy friend won't stop asking me out! How do I get him to stop and still be friends?

I'm brand new to this site, so sorry if this is posted in the wrong place!

So I have a good friend who I've known for about 3 years. In high school, he told me he had a huge crush on me and asked me out, but I turned him down as I'm not really interested in romance. He took it really well (or so I thought), but now he won't stop asking me out! I've explicitly told him no and that it's not going to happen MANY times, but he persists and thinks I'm just playing hard to get. He'll even ask me out after having just gone on dates with other girls! He's also constantly trying to hang out with me, sometimes even trying to invite himself to super personal events.

What do I do? I want to stay friends with him, but this is getting RIDICULOUS! We're also neighbors and share a big portion of our friend group, so ignoring him would be difficult if not impossible.

Coincidentally, I just Now Answered Something Similar to this Question from another Frantic Gagger who is Trying to be Just... A Good Friend.
However, he doesn't get Her Helpful Hint and no matter what she has Tried to Tell him he will not get The... Hint. Now He is just being a Hindrance.
They recently had a falling out and I suggested she not go back to the Same old Problem Pattern for she never quite Feels with any of their D nor Ideas, that she is Comfortable and with This... Ridiculous is a Good Word, just Absurd.
This Guy with a Try ended up Tormenting her family and this is where this Fiend of a Friend Crossed the Line.
Don't let it get to the Point of No Return where Someone ends up to Get Burned from Yearn. Tell this One Straight out and be Strong and Strict, that you feel it is Not in Both of Yours and His Best Interest to 'Hang out with me' or anything and that he Should Seriously Move in and Get a life now.
Try this, which I am sure you may have, But if he Persists for it seems he is this Obsessed as of Now, then maybe it's High time to find a Big Guy in 'Our friend group' who is More Helpful and Persuasive than Yourself.
