Not necessarily. Some places in the world are just very white. If you don't interact with many black people, or other people of color, that's not necessarily your fault. It could just be a side-effect of where you live.
If you're excluding people due to their being black, that would be racist. But most of the time I think it's just due to where people live.

Depends on the reason why.
If you avoid them because of their skin colour, thats racist. If you just haven't met someone that shares an interest with you, thats totally normal.

It might be racist to think that you have to have a black friend
if you purposely exclude them that might be racist
If you just don't social have anything in common, then don't be friends with someone
