Sister is in last place. If there is only a wife and mother. . . chose the right wife, she will always help you to care for your mother, and you will never need to choose between wife and mother. If there is a daughter and she is in a dependent relationship with you, she should be a man's highest priority, because the daughter has the least ability to care for herself. Generally speaking it should be 1. daughter 2. mother/sister 4. wife. Why? Because for blood related family members the love is unconditional. They can do whatever and i will still love them and the other way around. I can be the biggest loser, moron and a retard and they would still love me.
However for wife that is not the case. its a conditional love, that very often even fades away for no reason. you just dont stop loving your daughter for example. Its different.
Since iam not married and i have no child for me its 1. my sister by far, we are best friends too. 2. mom, she gave me life and raised me. 3. everyone else/dont care

If he has a daughter she should come first. Wife should come next. Then Mom and sis are probably the same level. Now if he has no daughter and no wife (only a girlfriend). Then the girlfriend appears to come last after the mom and sis. Its annoying but it is what it is.

As not a man, here for the comments.. but I'd say a daughter needs her dad the most off that list as much as I try to be there for my daughters, I can never replace the dad they lost and still grieve that loss almost 8 years later... At any age, there's nothing like knowing your dad will always be there to love, support, and protect you...

If my mother's in the hospital wife may miss date, daughter's in trouble she comes first, sister if I'm nearby and have time (but sister has her own husband, so his responsibility), but generally everything is on a scale of life and death for need, but then comes ability to help, and proximity.
