How do I tell my 14-year-old son to stomp sagging his pants?

So I and my husband have a 14-year-old - he wears his pants sagging low every day. He does not just have it showing a little at the top with the brand, he wears them sagging down to about his thigh (kind of like Justin Bieber) which looks terrible. The other day we were at church and he REFUSED to pull them up and wear a belt. Punishing him did nothing and his father and I hate it. What should we do?
