Do you think it was cruel that this guy left his dog in his truck while he was working?

I work for a company that goes around and cleans office buildings. There is this construction company in town that has an office building. I was cleaning there today. I saw a dog in a truck in the parking lot. It was about 60 degrees out. The windows were down about 10 inches. The dog didn't seem to be panting or anything. It was just staring at me. Im pretty sure I know who the owner was and he was working right inside in his office. I was there cleaning for 2 1/2 hours. I saw the dog shortly after I arrived but near the end of my shift I couldn't see it. Maybe it was laying down in the truck, but I assumed it was still there. The owner may or may not have been checking on it periodically. I think any sane person would. Do you think this sounds wrong? The license plate said Florida and I live in Oregon. Maybe the guy brought his dog on a business trip? I'm afraid he will do this everyday, even during the summer.
