What should I do about this guy who keeps his dog in his car?

I work for a commercial cleaning company. I clean a building in a shopping center. Its like a big building with a bunch of businesses. There is a security guard who stands right outside. I've seen him walking a dog several times, and it turns out he keeps the dog in his car behind the shopping center. I'm pretty sure he checks on the dog often, bit it was 91 degrees today, and he still kept his dog in the car. I dont wanna talk to him because what if he ignores me then ill have to call animal control on him.

We got a dog that lived in a car all it's life. dog was so happy to get out. that said, it's hot in cars and can kill anything inside.

Some people may not have the means to care for the dog after they took on the repsonsibility. Have a heart for the human as well. if you want to be of help, offer to help watch his dog, feed, water, care for etc. It can take a village. If they know you care about them and their dog, that helps. If it just puts more pressure on them they cannot handle, they may turn the dog loose as a stray or worse.
