You tip on the service. Tax is not a service. So whatever the total is before the tax is what you tip on.

I just tip 10% on the whole bill (to the nearest paper figure) but then here in the UK tipping is entirely optional

I tip 20% of the total bill. Sometimes more.

This was for a disappointing experience and mediocre service. I think I tipped just under 15%. She was lucky to get that.

Some people won't tip well if the food isn't all they expected and that's the kitchen's fault.
