Should I call my uncle and tell him not to bully my cousin?

She's 8 and she's my second cousin I believe. I went to breakfast with her, my uncle, my other cousins, my aunt and mom. I went and sat next to my cousin and uncle. I dont know them well so im not sure how they normally act around eatchother. My uncle was like "look she's grumpy" then he started tapping her on the arm. It was a couple times. She was like "stop!" Then traded spots with my aunt. I kinda a chuckled and said "yeah she's pretty grumpy". I kinda looked at it like she was in a bad mood and my uncle was trying to cheer her up but I don't know. I was gonna say something to him before they left but I didn't know whether I was overreacting or not. I never call him. I never really see him but should I call him and talk about it?

Because you admittingly don't know them all that well, I think you would be out of line. You don't know the dynamic of their relationship
