Is an aggressive, troubled child forever damaged or are they cured?

My youger cousin literally went crazy when she was only 10 years and so got detained. Then again her upbringing was horrible. I learned she also got sexually abused/molested at an early age.

She developed conduct disorder, violent tendencies toward smaller boys (strangely not girls) and an extreme callous attitude as a result. She was released at the age of 16 and deemed ok but with supervision. She just turned 21 recently and while her violent tendencies apparently disappeared, she admitted to having a thrill for shoplifting for the sake of it. She stole 2 lipsticks from a store just last week and didn't get caught.

The issue is this time if she gets caught doing that (she's not under supervision anymore; she's free), she's going straight to jail... no help, no juvenile detention center, no more psychologist... it's real jail time. Are kids like her forever damaged or cured?

She said she's trying to fight off the urge to shoplift for months now. She has remorse for her past actions/behaviors and violence... she doesn't have any urges to hurt things nor other kids anymore but she now has thrills to steal small items from stores.

Forever damaged and it is really hard to come to terms with violation and to stop violating herself as she blames the mistreatment in something about herself. She hadn’t done this then no abuse would have occurred. It is likely the “crimes” increase in Risk and possibly trend toward more violent 🤷🏻‍♂️

It was horrible what happened back then. She and her school friend progressed so fast to hurting smaller (only boys) kids. I believed they started with pets first, then vandalism of property and lastly doing what got them arrested... beating two boys. Her case reminds me of the Edlington attacks of 2009. She was similar to those kids. She was only a child herself (just 10) and already into those terrible things and lacking remorse at the time.
Then he had remorse when she was 15. She isn't violent anymore but does have thrills to steal small items from stores. By now she's a very mild version of what she was as a kid.

She did a bit similar to those boys of 2009. She and her then school friend kidnapped 2 younger boys and beat them for nor reason. I believe there was a bit more to what they did. She was a total mess.

I recommended her to see therapy again and explain about the shoplifting issue. If they caught her doing that, she's going to be in real women's jail this time. This time, the system will not care anymore.

usually they'll grow out of it in their thirties. that's why most teen criminals end up in prison for that ammount of time that ends up letting them free in their 30s.

She wasn't even a teen when she got detained. I find her case shocking. She was only 10 and already harming animals and smaller kids.

Hurt people hurt people. I don't even wanna know what her parents are like. Or maybe it's mental illness that needs a good psychologist.

What I know is her father (who would pick her up on the weekends) had no idea what her upbringing was when she stayed with her mother and her dates. Her parents divorced when she was a toddler. The father is actually a kind man but he was clueless on what happened to her. Meanwhile the mother doesn't deserve to be called mom.
The father tried getting her released earlier and didn't believe she had any sociopathic traits as someone told him. He believed it was his ex-wife fault and what happened to her. He seemed very shocked when he found out everything what she went through and till this day feels bad he wasn't there to protect her.

Actually there is a happy ending when she got released at the age of 16. He got full custody. Till this day he still believes he was partially responsible, that he should've been more aware, get involved more. He blames himself for not being there.
I was told that man literally broke into tears, shattered to pieces when he found out everything that happened to her and the molestation. He cried so much.
