Can my boyfriends mom legally keep his stuff?

Long story short, my boyfriends mom will not allow any us to go pack up his stuff. We had attempted to move back in January, and she would make all of the excuses for us to not pack up his stuff so we called it off and are now officially moving in a few days.

She claims all of his stuff is packed which it’s not because his older brother showed him through FaceTime. If anything, she is trying to take his stuff for herself and her older children. Is there anything we can do to get his stuff from the house?

I’ll also add that she had agreed to allow us to keep his stuff in his room until it was time for us to pack up and move. He has been living with me for a little bit because the only jobs he’s able to get are in my city and his moms house is 40 minutes out. Honestly, we just want to go pack his stuff and leave the house.
