Everytime we meet up he is too busy on his phone and gives me one word answers. He visited me in the summer and was texting his other friend while we were hanging out. He is asking to visit me again but I really don't want to as he made me feel bad about myself before

You aren't a priority for him, don't make him a priority for you. You didn't enjoy his last visit, why would you invite him again?
